Duties
STREAM 1 (TI-07):
A Senior Inspector provides authoritative expertise and technical inspection for the construction and final approval of new vessels throughout the Construction Phase of Canada’s National Shipbuilding Strategy while ensuring contractors’ compliance to operational requirements and the terms and conditions of contracts for the programs across Canada.
Senior Inspectors direct, control, plan, and manage the development and implementation of complete national inspection programs, including reporting systems, accountability mechanisms, strategies, objectives, milestones and priorities for the effective technical inspection, approval and continuance of ship construction and delivery of all new Canadian Coast Guard vessels.
STREAM 2 (TI-06):
An Inspector provides expertise and technical services and activities for the construction and final approval of new vessels throughout the Construction Phase of Canada’s National Shipbuilding Strategy while ensuring contractors’ compliance to operational requirements and the terms and conditions of contracts for the programs across Canada.
Inspectors contribute to the development and implementation of inspection plans, reporting systems, accountability mechanisms, and strategies for the effective technical inspection, approval and continuance of ship construction and delivery of all new Canadian Coast Guard vessels.
Work environment
The Canadian Coast Guard and the Department of National Defence have exciting and unique opportunities in North Vancouver, BC to perform inspections and ensure the quality of new vessel construction in the electrical, electronics, hull and mechanical fields of expertise. These positions are part of a dedicated shipyard based inspection team in support of Canada’s National Shipbuilding Strategy. The Canadian Coast Guard's three Offshore Fisheries Science Vessels were the first three large vessels to be completed under the NSS, but construction has already commenced on the Offshore Oceanographic Science Vessel, and the Royal Canadian Navy's Joint Support Ships, to be immediately followed by a Polar Class Icebreaker and 16 Multi-Purpose Vessels. This represents work for the next 30 years!
The office is located on-site, at the shipyard, at 50 Pemberton Avenue in North Vancouver, BC. There is on-site complimentary parking and there are options to commute via a shuttle bus from various North Vancouver locations. However, the office is not close to public transit routes.
Intent of the process
There is an immediate need to staff positions within the Canadian Coast Guard and the Department of National Defence in North Vancouver, BC. A pool of qualified candidates will be created and may be used to staff similar positions, on a temporary or permanent basis.

Education

Experience
STREAM 1 (TI-07):
Significant* experience inspecting, monitoring and evaluating ship construction, refit or life extension work to ensure compliance to contractual terms.
Significant* experience reviewing, assessing and implementing inspection plans and trials agendas for the construction, refit or life extension of ships respective to electrical or electronic systems, hull structure or mechanical systems.
Significant* experience in marine construction repairs, operation, inspection or quality assurance respective to electrical or electronic systems, hull structure or mechanical systems.
*Significant experience is that which is normally obtained over a period of approximately 3 years
STREAM 2 (TI-06):
Experience inspecting, monitoring and evaluating vessel construction, refit or life extension work to ensure compliance to contractual terms;
OR
Experience reviewing, assessing and implementing inspection plans and trials agendas for the construction, refit or life extension of ships respective to electrical or electronic systems, hull structure or mechanical systems;
OR
Experience in construction repairs, operation, inspection or quality assurance respective to electrical or electronic systems, structure or mechanical systems.

Education
A degree or diploma from a recognized institution in welding or metallurgical engineering, mechanical engineering, mechanical engineering technology, naval architecture, electrical or electronics engineering, or any other recognized education applicable to the position.
Occupational Certification
A Canadian Coast Guard Electrical Officer Certificate of Competency.
Possession of a Red Seal Qualification.
Certificate in Welding or Coating Visual Inspection (Example: CWB Level 1, NACE Level 1).
Certificate in Project Management from a recognized institution or experience in project management within a technical environment.
QL7 trade qualification (or equivalent) associated with the Royal Canadian Navy’s Marine Technician and Weapons Engineering Technician occupations.
Experience
Experience as a Ships’ Officer on a Government of Canada or commercial vessel.
Experience as an auditor, or as a member of an audit team, in auditing quality or safety management systems.

Willingness and ability to work in extremes of environmental conditions on land and at sea.
Valid BC Class 5 driver's licence.
